GRRM used to write for TV before working on Game of Thrones, so that may have a hand in it becoming one of the best TV shows right now. But I'm sure he wrote the books in the 90s without the intention of making a TV series. He spent a lot of time working on the world itself and the politics of the world and families.

Books first, always. This way, you get two adaptations, one done by your imagination, the other by the makers of the show.
